Bulging or Leaning Retaining Wall
Retaining walls hold back an enormous amount of weight, and that weight increases sharply when the soil behind is saturated. A bulge or lean means the wall is losing that argument.
This is one garden problem that should not be left to see how it develops.

Water is usually the culprit
Without drainage behind it, a wall retains water as well as soil, and hydrostatic pressure can be several times the design load. Weep holes and a free-draining backfill zone with a perforated drain are what prevent this.
Blocked weep holes on an older wall are a common and fixable early warning.
Foundations and construction
Retaining walls need a footing sized for the load, and above roughly a metre in height they generally need designed reinforcement. Single-skin brick walls retaining soil are simply not built for the job.
Poor drainage plus a thin footing is the combination we see failing most often.
Repair or rebuild
Minor movement in a low wall may be stabilised by relieving the load, improving drainage and repointing. A bulging wall over about a metre high should be assessed properly and is usually rebuilt.
Where a wall supports a neighbouring property or a highway, structural advice is essential.

No. Once masonry has deformed, rebuilding that section is the safe route.
How high can I build without design input?
Low garden walls are routine; anything approaching or above a metre retaining soil warrants proper design.
Do sleeper walls need drainage too?
Yes — a drainage layer and membrane behind sleepers greatly extends their life.
