Levelling and Terracing a Sloping Garden
A sloping garden is the most common reason a landscaping quote comes back higher than expected. Turning a slope into usable flat space means moving earth, holding it back and dealing with the water that now has to travel differently — three pieces of construction rather than a paving job.
Done well, a terraced garden is often more interesting than a flat one. This guide explains the approaches, the retaining options and the details that determine whether the result lasts.
Understand the slope before deciding anything
The first step is measuring the fall accurately — the total height difference between the top and bottom of the garden, and how it is distributed. A garden that drops evenly is a different problem from one that is flat for ten metres and then falls sharply.
Direction matters too. A garden falling away from the house feels open and is generally easier to work with. A garden rising steeply behind the house can feel enclosed and puts retained ground close to the building, which raises the stakes considerably.
Where the ground falls towards the house, water is the priority before anything else. Any levelling scheme must intercept surface water above the building and route it around, and the finished levels must keep paving well below the damp-proof course.
Note where boundaries sit relative to the slope. Retaining ground next to a neighbour's land or supporting their soil brings responsibilities, and structures close to a boundary need care over foundation position and, in some cases, formal notice.
Cut and fill, and why balance matters
Levelling a slope means cutting into the high side and filling the low side. Where the two balance, no material leaves or arrives on site, and the cost is largely machine time.
Where they do not balance, you are either paying to remove tonnes of spoil or paying to import and compact fill. Both are expensive, and imported fill must be a suitable engineered material properly compacted in layers — dumping topsoil and paving over it guarantees settlement.
This is why a good design works with the existing ground. Setting the terrace level so that cut and fill roughly balance can save several thousand pounds compared with an arbitrary level chosen on a drawing.
Never build on unconsolidated fill. Anything structural — paving, walls, a garden building base — must bear on undisturbed ground or on fill compacted in thin layers to a specification.
Retaining wall options
Timber sleepers are the most common domestic choice. Laid flat and pinned, or stood vertically into concrete, they suit retained heights up to around a metre and look well in a planted garden. Use new treated softwood or oak rather than reclaimed railway sleepers, which are often contaminated with tar oils.
Concrete block walls, faced in brick or render, are stronger and longer lasting. They need a proper concrete strip foundation and, above modest heights, reinforcement designed for the load.
Gabion baskets filled with stone are quick, permeable by nature and suit rural and contemporary settings. They need a level base and careful filling to look good rather than industrial.
Interlocking concrete retaining blocks are engineered for the purpose and go up quickly, and dry stone or reclaimed brick suits period properties. The choice is partly aesthetic, but height is the deciding factor: as retained height rises, the design becomes structural rather than decorative.
Above about a metre of retained height, or where a wall supports a driveway, a building or a neighbour's ground, structural design input is appropriate. It is not an expensive step and it is far cheaper than a wall that moves.
The detail that decides everything: drainage behind the wall
Almost every failed retaining wall we are called to has the same cause. Water builds up in the soil behind the wall, and saturated soil exerts far greater pressure than dry soil. The wall bulges, leans and eventually fails.
The correct detail is a free-draining backfill — clean stone rather than the excavated clay — separated from the retained soil by a geotextile, with a perforated land drain at the base carrying water to an outlet. Weep holes through the wall face provide a secondary escape.
On the clay soils common across Essex this is not optional. Clay holds water, and backfilling a retaining wall with the clay you just dug out is the single most reliable way to guarantee failure.
The land drain must discharge somewhere. As with all drainage, a pipe that ends nowhere achieves nothing.
Steps, access and usability
Terraces need connecting, and steps are where a sloping garden either works or becomes something people avoid using. Riser height should be consistent throughout a flight and generally between 150mm and 175mm outdoors, with generous treads of at least 300mm.
Outdoor steps feel more comfortable when they are shallower and deeper than indoor ones. Where the slope allows, a ramped path or a series of short flights with landings is far pleasanter than a single steep run.
Think about how things move around the garden — a wheelbarrow, a mower, bins, garden furniture. A design that is beautiful but requires carrying everything up three flights will not be used as intended.
Handrails are worth including on anything over a few steps, particularly where the garden will be used after dark or by older family members. Step lighting is a genuine safety measure rather than a decorative extra.
Cost and phasing
Terracing costs considerably more than paving a flat garden. The main drivers are excavation and disposal, the retaining structures, drainage and steps. Access dictates whether a machine can do the earthworks or whether it becomes hand digging, which changes the figure dramatically.
Phasing works well on sloping gardens because terraces are naturally discrete. Building the upper terrace nearest the house first gives immediate usable space, with lower levels following later.
The one thing not to phase is drainage and earthworks. Move the ground and install the drainage once, at the start, even if the surfaces come later. Returning with a machine over a finished terrace is the most expensive way to build a garden.

Do I need planning permission for a retaining wall?
Walls up to two metres are generally permitted development, dropping to one metre next to a highway. Listed buildings and conservation areas have additional restrictions, and structural walls may need building control input.
Can I use railway sleepers for a retaining wall?
New treated or oak sleepers are fine up to around a metre. Avoid reclaimed railway sleepers in gardens — they are usually treated with creosote-type preservatives unsuitable for domestic use.
Why do retaining walls fail?
Water pressure behind them, almost always because the wall was backfilled with clay instead of free-draining stone and no land drain was installed.
Is it cheaper to terrace or to leave the slope?
Leaving the slope and working with it — planted banks, a path traversing across, a single level seating platform — is significantly cheaper and can look excellent. Full terracing is the premium option.
